The Technology & Learning Centre is a mixed-use public building situated at the heart of the Hackney Cultural Quarter and with the Heritage-protected Hackney Town Hall, Hackney Empire and the Central Hall, it encloses a significant civic square. The new building has been designed to compliment both the existing civic space and the extensive regeneration proposals for this area.

The common entrance is from the Town Hall Square and a three storey glazed screen gives an unhindered view of the foyer 'orientation' space and the first floor that accommodates a new public library. The building also houses Hackney Museum, a Leisure Centre and four floor of Civic Offices.

By expanding the square across the adjoining street into the new building, creating a seamless transition between the outside and inside environments, the TLC is an extension of the public realm.
